Education General Plan Element and Action Plan
Purpose and Overview
The Education Element will establish a community-wide vision for advancing educational excellence and lifelong learning opportunities in the City of Newark. While not a state-mandated General Plan element, it will enhance and complement other elements—particularly Land Use, Economic Development, Community Services and Facilities, and Health and Wellness—by articulating policies that promote education and strengthen coordination between educational institutions, the City, and the community.
This initiative will be a comprehensive public engagement and planning effort, extending beyond K–12 education to address early childhood education, adult learning, workforce development, and literacy. It will build on Newark’s values of collaboration and innovation, positioning education as a cornerstone of community vitality and economic prosperity.
Estimated Cost: $200,000
Funding Source: It could be funded from the Community Development Maintenance Fee revenue. If the broader General Plan Update Project is deferred by one-year, sufficient resources will be available to support this project.
Goal: Strengthen education in Newark by improving cooperation and coordination among the City, Newark Unified School District, Alameda County Library, Ohlone College, business leaders, and community partners.
Objectives:
  1. Develop a shared vision for Newark’s educational future.
  2. Identify opportunities for partnership and shared services between City and School District.
  3. Create policies that link education with land use, housing, recreation, and economic development.
  4. Promote lifelong learning and access to educational resources across all age groups.
  5. Establish a clear Action Plan for measurable progress and accountability.
Key Components:
  • Community Engagement
    • Conduct citywide meetings and workshops to gather input from residents, students, educators, and businesses.
    • Host Joint City Council and School Board sessions to align goals and commitments.
  • Opportunities and Constraints Analysis
    • Assess Newark’s educational infrastructure, demographics, and existing partnerships.
    • Identify gaps related to access, equity, and facility use.
  • Draft and Final Education Element
    • Prepare a draft Education Element for public review.
    • Incorporate community feedback and finalize the element for formal adoption.
  • Education Action Plan
    • Translate goals and policies into implementable actions.
    • Assign responsibilities among City departments, Newark Unified School District, Ohlone College, and the Library.
    • Define timelines, resource needs, and performance measures.
    • Secure approval of the Action Plan by all participating partners.

The initiative will explore cooperative strategies in areas where education and city governance intersect, including:
  • Safe routes to schools and traffic safety
  • Education revenue enhancement
  • School site reuse and teacher housing opportunities
  • Joint-use and co-located City/School facilities
  • After-school programs and homework help
  • Shared maintenance and operational services
  • Youth recreation and enrichment
  • Early childhood development and childcare access
  • School-to-career pathway integration with economic development
  • Adult and continuing education opportunities
  • Library partnerships to promote literacy and lifelong learning
  • Additional areas of collaboration may be identified through stakeholder & community engagement.
